killing spam

I wonder why Google doesn't make a utility to return to sender unwanted spam? just like the old post office thing return to sender on the envelope...(elvis quote) this might slow down spammers as more would return than they put out and clog their servers with their own crap. Seems like a fair way to settle the issue.
